This aerogram was sold as a mint collectable item at the Pan American Philatelic exhibition. They were sold for dollars, not pesos, during the "Special Period" following the loss of Russia's support for the Cuban economy. Local persons did not legally own U.S. dollars to purchase anything. The print run was presumably rather light. Almost all uses are philatelic and late. To find one used locally and contemporaneously would be rare, to say the least.
